Environmental Management Plan (EMP)
After extensive community consultation, Darwin City Council has developed a Environmental Management Plan (EMP) to protect the values of the coastal, urban and rural environments in Darwin. An Atlas, presenting known environmental, recreational, cultural and land-use values and issues, has been prepared to ensure continued community input in:
- The effective development of the EMP, so that the plan represents the views and opinions of all Darwin residents;
- The identification of values to be protected by the EMP, so that Council is aware what residents would like to see protected now and into the future;
- The identification of environmental issues in your neighbourhood, so that the plan includes all concerns and problems residents would like Council to know about;
- The development of rehabilitation/remediation action programs, which reflect the community's wishes.
Effective environmental management action depends very much on detailed knowledge of local values and issues. Environmental problems and issues are often localised and require site specific action. Pollution moves with waterflows, effective habitat protection measures depend on habitat types such as marine, intertidal or freshwater and landuse and ownership largely govern management action for urban issues. For this reason the EMP Atlas was prepared as the starting point for the community consultation program leading to the development of an environmental protection action plan. The Atlas is based on the city’s 24 identified hydrological subcatchment boundaries, which each represent a Catchment Management Unit. The Atlas provides residents with a summary of their living environment, as we know it. All Darwin residents are invited to comment on the description of these sites and report issues and values currently not included.

The full Atlas and all related strategies can be viewed at Darwin City Council's Casuarina, Karama and Nightcliff Libraries, at the Civic Center.
Examples of current environmental protection action by Darwin City Council include:
- Biodiversity - Fauna and Flora surveys at Rapid Creek and Lake Alexander
- Foreshore erosion - Erosion assessment and remediation plan preparation for Darwin's 55 km foreshore areas, including Nightcliff Cliffs & East Point
- Public places litter audits for 400 ha of bush and park lands managed by Council
- Construction of a $750,000 Regional Recycling and Resource Recovery Facility at Shoal Bay Waste Disposal Site
- Development of a Energy Conservation Plan for Darwin in partnership with the Cities for Climate Protection Program
- Environmental Education Programs with Darwin Schools, including recycling education and the "Champions for the Environment Darwin" program where individual schools champion a problem site and work to enhance or protect native habitats and/or waterways
